   Ordinance 622-2023 Amendments to Timber Harvest Code

In late December 2018, the Kitsap County Department of Community Development introduced draft changes to Kitsap County Code (KCC) Chapter 18.16 Timber Harvest. The changes enable Kitsap County to assume sole regulatory authority from the Department of Natural Resources (DNR) over Class IV-General Forest Practices in accordance with RCW 76.09. Assumption of authority through permitting and enforcement helps to ensure forest practices in the County adhere to the requirements of the Forest Practices Act, the State Environmental Policy Act, and implement the County Comprehensive Plan. Additionally, the program will streamline permitting and monitoring practices.

   Ordinance 620-2022 Bicycle and Electric Vehicle Code Update

The Kitsap County Community Development Department has developed revisions to Kitsap County Code Chapter 17.490 Off-Street Parking and Loading to encourage and require new development and applicable redevelopment to install facilities for bicycle parking and electric vehicle charging. This project builds on suggested changes for bicycle parking presented by the Kitsap County Non-Motorized Facilities Committee in early 2021.

Ordinance 620-2022

   Ordinance 617-2022 Administrative Code Edits

The Kitsap County Community Development Department proposes to do administrative or “housekeeping” edits to the Kitsap County Code (KCC). Edits may be related to titles 16, 17, 18 and 21. The Kitsap County Code is one of the County’s key tools for implementing the goals and policies of the Kitsap County Comprehensive Plan, and housekeeping and clarifying edits should be made on an annual basis to ensure predictability and consistency for County Staff, elected officials, and the general public.

Ordinance 617-2022

   Ordinance 611-2022 Zoning Use Table Update

Kitsap County updated the requirements found in the Zoning Use Table which may impact what can be built in your neighborhood. The purpose of the update was to remove barriers to investment in urban growth areas to help support affordable housing and economic development. The update also removed barriers to investment in rural commercial and industrial areas to help support rural economies that serve the needs of local residents.

  Ordinance 574-2019 Group Residential Facility - Secured High Risk


The Board of County Commissioners adopted an interim zoning ordinance (temporary ordinance) on February 6, 2019 to regulate Group Residential Facilities - Secured High Risk. Group Residential Facilities - Secured High Risk house one or more civilly committed Sexually Violent Predators (SVP). A civilly committed individual has completed a criminal sentence, but once they complete their sentence, they must enter a program for treatment and supervision in a secure facility operated by the State. Superior court can order the use of a community-based living facility to carry out these programs. These community-based facilities are known as a less restrictive alternative living arrangement (LRA). A LRA still requires court ordered supervision and treatment.

Federal and state court decisions require cities and counties to allow these secured community-based living facilities. Prior to this ordinance, there were no local regulations for where these types of facilities could be located. The Board is allowed under state law to pass a temporary ordinance to protect the public's safety and welfare. The temporary ordinance is a starting point to ensure neighborhood compatibility when considering the placement of these facilities across the County. The Department will develop a final code over the next six months for the Board to consider. The public is encouraged to participate through this important process.

   Ordinance 570-2019 Wireless Communication Facilities

Ordinance 570-2019

Wireless communication facilities support the infrastructure system that serves wireless devices (eg. smartphones, tablets, autonomous vehicles, and emergency services).  New or expanded facilities help to maintain or increase system performance, speed, and reliability. Kitsap County must review development permits for these facilities against federal and local standards.  New Federal Communication Commission declarative rulings that support 5G technologies are prompting Kitsap County to update Kitsap County Code Chapter 17.530 Wireless Communication Facilities.

       Ordinance 559-2018 Maximum Lot Size Requirements



    Updating Kitsap County Code is a process which includes opportunities for public dialogue to ensure the interests of all stakeholders are heard. Kitsap County appreciates the time taken by residents to participate in this code update process.

    An update regarding the flexibility of maximum lot size requirements was adopted by the Board of County Commissioners on June 11, 2018.  This ordinance will take effect 30 days after adoption (July 11, 2018)
