Military, Overseas Voting and Requests for Early Ballots

Your right to vote continues, even if you are stationed away from Kitsap County or are an American citizen overseas. This page provides information and important links for you to use to make sure you are able to exercise your rights. 

Ballots are sent to military and overseas voters 45 days before every primary and general election and 30 days before special elections. You may receive and return your ballot by mail, or email. Voters who need to vote early on a one-time basis can receive a ballot up to 90 days before an election.

 Voter Registration Requirements and Deadlines

To register to vote in Washington, you must be:

  • A citizen of the United States
  • A legal resident of the state of Washington
  • 18 years of age by the next election
  • Not under the authority of the Department of Corrections for a Washington felony conviction
  • Not disqualified from voting due to a court order

Registration Deadlines 

​Military and overseas voters may register to vote in Washington until 8 p.m. on Election Day.
The deadlines listed below are for voters not classified as military or overseas.

​  29 Days Before an Election

  • ​Last day for online voter registration for new Washington voters
  • Last day for mail-in voter registration for new Washington voters
  • Last day for address changes for existing Washington voters
​  8 Days Before an Election
  • Last day for in-person voter registration for new Washington voters. Go to:

Register Online If you have a Washington driver's license or state ID you can register to vote online.
Printable Washington Voter Registration Form If don't have a Washington ID you can fill in this form and return it to our office.
Federal Voting Assistance Program The federal government provides contact information and other resources for military and overseas voters to register and vote from wherever you are. Included are forms you can use to register and write in your votes in an election.
