Kitsap County Policy Prohibiting Discrimination, Harassment, and Inappropriate Conduct

The County is an equal opportunity employer and complies with federal, state, and local laws and regulations prohibiting discrimination in employment based upon race, color, religion, religious affiliation, creed, national origin, ancestry, sex, sexual orientation, gender identity or expression, age, marital status, veteran or military status, HIV status, genetic information, the presence of a sensory, mental or physical disability, or the use of a trained guide dog or service animal by a disabled person. The Policy Prohibiting Discrimination and Harassment extends to all employment-related actions including:

Recruitment, hiring, testing, training, promotion, compensation, benefits, discipline, and all other terms and conditions of employment.

The County believes the participation of employees of diverse ages, races, religions, cultures, abilities, genders, gender identities, and backgrounds will add to personal development and organizational success. The County is committed to promoting and protecting the rights and opportunities for equal employment for all and to ensure that no unlawful discrimination is committed against any employee.

EEO Complaint and Resolution

Kitsap County encourages individuals who believe they are being discriminated against, harassed, or subjected to inappropriate conduct to firmly and promptly notify the offender that their behavior is unwelcome. Employees who believe they have received or witnessed treatment in violation of the County's non-discrimination policy should immediately notify one of the following individuals of the alleged action

  • A Supervisor in your department/office
  • Your Department Director
  • The Elected Official who oversees your department or office
  • Kitsap County's Human Resources Director
  • The Kitsap County Administrator

After notification, there is a range of options including an informal meeting and/or discussion with the person accused to attempt to resolve the complaint informally.

If the complaint is not resolved informally or if direct communication is ineffective or impossible, the complainant may file a formal written complaint with the Human Resources Director or the County Administrator.

To assist us in obtaining information regarding the alleged action, the formal complaint must be in writing, signed, and describe the behavior or misconduct. You may use the EEO Formal Complaint Intake Form below to submit a formal complaint to the Human Resources Director. Reports of such action must be made as soon as possible, but in any case, not more than 90 calendar days from the date of the incident.

After receipt and review of the alleged action information, the appropriate process will be determined which may include investigation and complaint resolution.
